About the Department of Excise and Licenses

The Department of Excise and Licenses issues over 180 types of business licenses to new qualified applicants, determines which licenses should be renewed or suspended according to current law, and collects license fees on all new applications and renewals. Excise and Licenses takes enforcement action on licenses, including revocation, in accordance with city ordinances. The office also conducts public hearings, issues security alarm permits, and serves as the local authority for administering the state’s liquor and marijuana codes

The Department of Excise and Licenses is seeking a Licensing Technician II to process individual, business, marijuana and liquor license applications and review technical, legal, and other required documents for accuracy and consistency. In this role, you will explain city licensing rules, regulations, and state statutes to customers and the general public

Generally, the Licensing Technician II:

  • Processes a variety of complex license applications, reviews documentation for completion and accuracy, and ensures compliance with statutes and reviews applications for legal documents and determines if there are any missing items and documents findings
  • Schedules public hearings that cover various issues, notifies hearings officers, ensures hearing rooms are properly set up to record testimony, and communicates with neighborhood organizations and other stake holders regarding applications, petitions, protests, and hearing
  • Holds pre-hearing meetings with applicants, attorneys, and other stakeholders to go through legal documentation and explain hearing procedures
  • Assists Licensing Technician I's with difficult licensing questions or complaints and fields questions from staff and stakeholders about status of current cases
  • Reviews new applications and drafts appropriate notice for errors that have been identified within the application
  • Informs applicants of additional steps that need to be taken to obtain licenses
  • Responds to complex questions from applicants, attorneys, and State Enforcement Divisions
  • Prepares a variety of legal notices, maps, and correspondence needed for licensing
  • Performs other related duties as assigned or requested

Additionally, you will work closely with our Short Term Rental team. In this capacity, you will:

  • Aid in processing Short-Term Rental Applications
  • Work with the Program Compliance Manager to investigating application requirements
  • Work with the Program Compliance Manager and Business Licenses Investigators to issue administrative penalties associated with unlicensed Short-Term Rentals, License holders violating the terms of their licenses and other matter
  • Work to identify Short Term Rentals in violation of the licensing code

About You

We are looking for someone with some or all of the following skills and experience:

  • Specialized and/or technical office support experience in Federal, State or Local government working with a filing/application operation to include responding to constituent's requests for service and providing end-user support for Web enabled filings
  • At least three years of customer service experience
  • Proficiency within the full Microsoft Office Suite
  • Ability to learn and adapt to new technologies and processes
  • Exceptional customer service skills in a high transactional environment
  • Ability to research and apply Municipal Codes and Statutes
  • Ability to communicate in both English and Spanish

  • Education requirement: Graduation from high school or the possession of a GED, HiSET or TASC Certificate
  • Experience Requirement: Three (3) years of clerical experience including one year of experience at the type and level of a Licensing Technician I
  • Education/Experience Equivalency: Additional appropriate education may be substituted for the minimum experience requirements
